Extracting is not the same as converting
The audio inside a video is already a separate stream, usually AAC. Extracting it unchanged is lossless and instant. Converting it to MP3 re-encodes, which loses a little quality and takes time.
If you only need the sound, taking the original stream is better on both counts. MP3 is worth choosing when the destination is an old device or a piece of software that will not accept anything else.
Bitrate, and what it is worth
128 kbps is acceptable for speech and audibly compressed on music. 192 is a fair compromise, 320 is as good as MP3 gets. None of them can recover what the video already discarded — a 96 kbps soundtrack re-encoded at 320 is a larger file containing the same quality.
A word on what you are extracting
Taking the audio from your own recording is straightforward. Taking it from someone else’s work is a copyright question rather than a technical one, and the answer depends on what you do with it.

Will I lose quality?
Not if you keep the original stream — that is a copy. Converting to MP3 re-encodes and loses a little, though at 192 kbps or above it is hard to hear.
What bitrate should I use?
128 for speech, 192 for general use, 320 for music you care about. A higher setting cannot recover what the video had already thrown away.
Is there a length limit?
No. Nothing is uploaded, so the constraint is your machine’s memory rather than anyone’s upload cap.
